• The cemetery is an open space in downtown Monticello, but is hardly <br /> recognized as such. This space represents a great deal of community <br /> history, and over time, it should be reinforced with plantings and gates 41/ <br /> that make it more of a highlight on Pine Street than it is today. <br /> • Every public building should have a functional outdoor gathering <br /> space related to it(not just a larger patch of grass surrounding it). City <br /> Hall might have a plaza, large enough for significant gatherings with a <br /> fountain or other feature as a focal point. The Library might have a <br /> more quiet, intimate space related to it—a garden or an outdoor read- <br /> ing room,for example. <br /> • While some private buildings may decide a plaza fits their program, <br /> not every building needs to have an outdoor gathering space. The <br /> focus should be on the truly public spaces at the parks and civic build- <br /> ings; at private buildings, the focus needs to be on the creation of the <br /> most intense use of the available site. <br /> Pedestrian Connections <br /> • Not all of the parking required for the uses of downtown can be locat- <br /> ed on the streets of downtown. Most will, in fact, be located behind <br /> buildings, making it more difficult to reach the front doors of business- <br /> es. To facilitate pedestrian movement between parking areas and <br /> storefronts, connections should be developed at about the middle of <br /> each block.
