• Small elements might also be seen as focal points in Monticello's <br /> downtown. Works of public art can be delightful surprises as well as <br /> celebrations of a community's spirit. Benches, sidewalks and other <br /> • utilitarian elements of a downtown can be a great medium for the right <br /> artist; these functional elements can become landmarks in their own <br /> right, even if they are no larger than a manhole cover. More traditional <br /> art—sculptures and murals—also have a place in downtown. <br /> Civic Facilities <br /> • As much as possible, the civic facilities of Monticello should be con- <br /> centrated in one area, increasing their prominence in the downtown <br /> and creating a true center of community for Monticello. <br /> Downtown Open Space <br /> • Not every space in downtown needs to be a building, street or parking <br /> lot. In fact, the downtown can be a better reflection of the community <br /> if spaces are reserved for parks, plazas and other open space elements. <br /> West and East Bridge Parks are obvious in their ability to fulfill this <br /> need; their relation between the river and downtown will likely cause <br /> the need for careful consideration of their long term use; they may no <br /> longer be quiet retreats overlooking the Mississippi. West Bridge Park <br /> should be developed to become the most active downtown outdoor <br /> space—the place where the community gathers on a regular basis for <br /> programmed events or casual meetings. <br /> It will be important to address functional concerns as a part of the <br /> . improvements to Bridge Park. If it is to be useful at night it must pro- <br /> vide a level of lighting that provides for comfort and security without <br /> diminishing the natural beauty of the river. Parking will be an issue, <br /> but land for park uses is more critical than parking in the park.
