Framing the Future
<br /> Even though we can never know for certain what the future holds for
<br /> Monticello's downtown, we have to make educated judgments about what is
<br /> likely to happen there. As we look at market and economic influences, we can
<br /> •
<br /> project how much and how fast downtown will grow and what types of uses
<br /> are likely to locate there. We can identify how the downtown will fit the uses
<br /> of the community and how the people of Monticello might come together in
<br /> downtown for community purposes. The physical environment can also be
<br /> defined in ways that support both market possibilities and community needs.
<br /> This results in a picture of what Monticello's downtown and riverfront might
<br /> become, and that picture stirs the imagination of what this place—given prop-
<br /> er time and attention—might come to mean for Monticello.
<br /> These pieces must neatly fit together because how they are assembled deter-
<br /> mines the character of downtown. Development could occur that is entirely
<br /> market driven, and it could fulfill the need to provide goods and services for
<br /> the community. But this is Monticello's downtown — its heart and the center
<br /> of community life. Every piece of downtown should be placed with respect
<br /> for the spirit and character of the community. This plan strives to create a
<br /> downtown that functions well, is a good place to do business, is both attractive
<br /> and an attraction, and celebrates life in a great small town.
