Inclusion on the UST list does not imply that a release has occurred from tanks noted on this <br /> list. USTs are regulated and must be registered with the state department responsible for <br /> administering the UST program. Inclusion on the RCRIS list as a small quantity generators of <br /> hazardous waste does not imply the facility has environmental problems. The hazardous waste <br /> list is used by the regulating agencies to aid in tracking the generation, transport and disposal <br /> of hazardous wastes. The EDR reports states that the FINDS database contains both facility <br /> information and "pointers" to other sources that contain more detail. Sites listed in the UST, <br /> RCRIS-LQG/SQG, and FINDS databases are not of concern unless environmental impacts, due <br /> to uncontrolled releases or spills, have been documented for a given site. <br /> The sites listed in the LUST database are discussed below and numbered according to the map <br /> number in the EDR report. <br /> The ability of a potential contaminant to impact surrounding properties is largely dependent on <br /> the direction of groundwater flow at the site. To assess groundwater flow direction at the <br /> Property, Liesch reviewed the Regional Hydrogeologic Assessment Anoka Sand Plain,published <br /> by the Minnesota Department of Natural Resources in 1993. This document shows the general <br /> shallow groundwater flow direction and groundwater elevations in Sherburne County. In the <br /> area of the Property, the general, published regional shallow groundwater flow is to the south <br /> southwest. However, site-specific groundwater flow direction may be influenced by topography <br /> and local drainage features such as lakes and streams. The site discussion which follows uses <br /> this published groundwater flow direction information. <br /> Al. Elk River Municipal Utilities, 1705 Main Street, Elk River; located approximately 2/5 <br /> mile west-northwest of the Property in a published sidegradient groundwater flow <br /> direction from the Property. <br /> This site is shown on the LUST list as the location of a leaking underground storage tank <br /> (leak site #1205). The EDR report indicates that this leak site was closed by the MPCA <br /> on May 12, 1992. Closure means that a site closure letter has been issued by the MPCA <br /> for the site and that the MPCA considers the site no longer of environmental concern. <br /> Closed sites have been remediated to levels acceptable to the MPCA, have an on-going <br /> action in place, or it was determined that environmental conditions on the site had not <br /> been impacted by the reported release. <br /> Elk River Municipal Utilities is also reported by EDR to be on the UST and AST <br /> database. <br /> • <br /> S.A.LIESCH ASSOCIATES,INC. <br /> May 1996 Hydrogeologists•Engineers•Environmental Scientists •Page 4• <br />
