These items are the County
Road 40 turnback agreement and a review of the city snowplowing policy.

In November staff hopes to get to the City Council with a Street Department master plan
concept. One of the big issues with the Street Department master plan is the future of the
composting program. In this regard, city staff is discussing a lease or lease to purchase
possibility with the landowner 0VIr. Dickerson) directly north of the city Streets/Parks
facility on County Road 1. Also, some time in November, I hope to have the City Council
review the updated five year Capital Improvement Program (CIP); although it is very
unlikely that this draft plan will be available by the November 8 worksession. This could be a
topic for a special meeting in later November as there are five Mondays in November.

Issues that need to get to the City Council in the not too distant future include:
implementation steps for the Comprehensive Plan, implementation steps for the

S:\Council~Pat\2004\Worksessions~090704TentAgda.doc
