2.4 <br /> <br />NAMES AND ADDRESSES OF ADJACENT LAND OWNERS WITHIN 350 FEET OF <br />SITE <br /> <br />The names and addresses of adjacent land owners within a 350-foot radius of the Site are <br />attached in Appendix B. <br /> <br />2.5 PURPOSE OF PROPOSED EXTRACTION <br /> <br />The purpose of the project is to obtain natural aggregate and peat material for use in the <br />construction industry. Gravel material mined will be used for the production of asphalt, which <br />will be used for building new roads and improving existing roads in the surrounding area. Peat <br />will be used for topsoil and landscaping projects in the surrounding area. <br /> <br />2.6 <br /> <br />ESTIMATED TIME TO COMPLETE THE PROPOSED EXTRACTION AND <br />REHABILITATION <br /> <br />The proposed duration of the mining operation is ten years. Upon conclusion of the mining <br />operations, the Site will be restored to waterfowl and fisheries habitat with a potential end use as <br />a public recreation area. <br /> <br />2.7 TRANSPORTATION ROUTES <br /> <br />The mined gravel will be processed on Site or hauled to Elk River Bituminous located <br />approximately h-mile southwest of the Site. Truck traffic generated by the gravel mine will <br />occur on designated haul roads on the north and south ends of the site for transportation to Elk <br />River Bituminous. Peat materials hauled off site will occur on designated haul roads to the south <br />of the site that will lead to Brook Avenue and north of the site that will lead to 225th Avenue. <br /> <br />2.8 SITE SPECIFICATIONS <br /> <br />2.8.1 Physical Relationship of the Proposed Extraction Site to the <br /> Community <br /> <br />The Site is located in the northern portion of Elk River, east of Trunk Highway 169. According <br />to the 2002 Elk River Zoning Map, the Site is currently zoned for agricultural conservation. <br />Adjacent properties to the east and west are also zoned for agricultural conservation. Properties <br />adjacent to the north and south are zoned for both mineral excavation and agricultural <br />conservation. Active gravel mines are operating adjacent to the north and south of the Site and <br />across Trunk Highway 169 to the west. The location of the Site is illustrated on Figures 1 and 2 <br />in Appendix A.
