1.0 INTRODUCTION <br /> <br />J & B Mining is proposing through the submittal of a conditional use permit application to the <br />City of Elk River (the City) to mine gravel and peat on an approximate 60.23 acre site in the <br />northern portion of Elk River (the Site). The location of the Site is illustrated on Figures 1 and 2 <br />in Attachment A. The proposed gravel mining location is situated on two private properties <br />owned by Bebeau. Approximately 1,250,000 cubic yards of material will be mined from <br />approximately 41.32 acres of the Site for a period of approximately ten years. The project <br />purpose is to obtain natural aggregate and peat material for use in the construction industry. <br />Gravel material mined will be used for the production of asphalt, which will be used for building <br />new roads and improving existing roads in the surrounding area. Peat material will be used for <br />topsoil and landscaping projects in the surrounding area.
