approximately ~¼-mile south of the Site. Truck traffic generated by the gravel mine will <br />occur on designated haul roads on the north and south sides of the site via easements on <br />private property for transportation of materials to Elk River Bituminous. Peat materials <br />hauled off site will be transported on designated haul roads that access 225th Avenue to <br />the north. Proposed transportation routes for vehicles utilizing the facility are included in <br />Figure 11, Attachment A. <br /> <br />The mining area at its complete aerial extent will be approximately 39.42 acres. The site <br />is unique in nature, in that all of the gravel to be mined is located in existing hills on the <br />site and peat will be mined in low lying areas of the site. Based on the existing <br />information from the EIS prepared for the geology of the Elk River Gravel Mining <br />District (Mining District), the groundwater elevation in the area of the Site is <br />approximately 950 feet. The proposed maximum depth of mining will be to an elevation <br />of 900 feet, or approximately fifty feet below the water table. In May 2004, three <br />monitoring wells were installed on the property to better determine the groundwater <br />elevation at the property. The results of subsequent monitoring indicate that the ground <br />water is at an elevation of approximately 944. This would result in mining depths 44 feet <br />below ground water at the maximum mining depth. <br /> <br />Upon completion of gravel and peat mining activities, the stockpiled soils and topsoil will <br />be distributed and graded across the mined area existing at that time above the watertable. <br />The restoration elevations will range from approximately 900-950 feet with slopes from 1 <br />to 25 percent. Figure 4 in Attachment A shows the proposed final contours of the Site. <br />Stockpiled topsoil will be placed on graded and mined surfaces intermittently as the <br />mining progresses. Topsoil will be seeded and mulched or stockpiled in a manner to <br />prevent erosion in areas above the water table. Upon completion of all mining, the Site is <br />proposed to be utilized as waterfowl habitat and a fishing pond. <br /> <br />Explain the project purpose; if the project will be carried out by a governmental <br />unit, explain the need for the project and identify its beneficiaries. <br /> <br />The project purpose is to obtain natural aggregate and peat material for use in the <br />construction industry. Gravel material mined will be used for the production of asphalt <br />and road base materials which will be used for building new roads and improving <br />existing roads in the surrounding area. Peat mined from the area will be used for <br />production of organic topsoil material and for landscaping purposes in the surrounding <br />area. <br /> <br />d.
