Approximately 1,190,000 cubic yards of material will be mined <br />from approximately 39.42 acres of the 60.23 acre site. The gravel mined will be <br />processed on Site or hauled to a local asphalt facility located approximately 1A-mile south <br />of the Site. The peat mined will be processed on site or hauled off site by independent <br />haulers via 225th Avenue. At the conclusion of mining, the site will serve as waterfowl <br />habitat and a potential fishing pond. <br /> <br />Give a complete description of the proposed project and related new construction. <br />Attach additional sheets as necessary. Emphasize construction, operation methods <br />and features that will cause physical manipulation of the environment or will <br />produce wastes. Include modifications to existing equipment or industrial processes <br />and significant demolition, removal or remodeling of existing structures. Indicate <br />the timing and duration of construction activities. <br /> <br />J & B Mining will propose through the submittal of a conditional use permit application <br />to the City of Elk River (the City) the mining of gravel and peat on an approximate 60.23 <br />acre site in the northern portion of Elk River located just outside of the designated mining <br />districts (the Site). The location of the Site is illustrated on Figures 1 and 2 in <br />Attachment A. The proposed gravel and peat mining location is situated on two private <br />properties owned by J & B Mining. The aerial extent of the mining is approximately <br />39.42 acres and the proposed duration of the mining is 10 years. <br /> <br />The gravel mining operation will include mining, processing, stockpiling, and hauling of <br />gravel and peat to construction and road project sites. A portable crusher may be utilized <br />on site periodically by an outside contractor under their Air Quality/Mining and <br />Processing Permit and the proposed operation does include gravel washing on a periodic <br />basis. Recycling of asphalt and concrete materials is also proposed in the northwest <br />portion of the site. Mining will be conducted to the grades indicated on the mining plan <br />(see Figure 4 in Attachment A). As a mining area is opened, topsoil will be stripped <br />from the designated area and stockpiled on-site for later use in site restoration. <br /> <br />The gravel mined will be processed on Site or hauled to a local asphalt facility located <br /> <br /> <br />
