The Elk River Municipal Utilities has provided at no cost to the City, the electrical <br />energy and re-lamping for these highway lights and signal lights. Years ago, the Elk <br />River Municipal Utilities also hired contractors to paint the light standards. The Elk <br />River Municipal Utilities does the re-lamping because we have the equipment and trained <br />manpower to do this function. The question is who should pay to maintain the light <br />standards, the City or the Utilities. Both would require a contractor to do this work. <br /> <br />Attached for your information, is a survey of nine municipal utility communities <br />reflecting who pays for maintenance and energy for residential street lights, semaphores <br />and MNDOT highway lighting. <br /> <br /> <br />
