One issue that needs to be addressed in the upcoming years is the major repair
or replacement of the highway lights along Highway 10. This involves 26 light
standards. These light standards are severely corroded and are in need of repair or
replacement in the next few years. It is difficult to estimate the cost because if the anchor
bolts need to be cut off to remove the light standard, the concrete foundation may need to
be replaced. Traffic Control will be another large and expensive item. The light installed
is in the approximate range of $3000 each. Foundation modifications and traffic control
could easily double this cost. Either way, this project has the potential of being very
expensive.

The Highway 10 lighting agreement was executed in 1984 with the City of Elk River
paying approximately $112,000 for the initial installation plus future maintenance as
stated below.

10.

Upon completion of the work contemplated herein, the State
shall maintain and keep in repair the traffic signal, except for
re-lamping, cleaning and painting at its cost and expense; and
the City shall re-lamp, clean and paint the signals and shall
maintain the street lights on signal poles, the electric lighting
system and electrical vault manholes and conduit at the cost
and expense of the City.
