also allow for educational opportunities the City is unable to support at this time. <br /> <br />With the State classifying the Elk River and Lake Orono as impaired waters and the <br />Mississippi River a special water, the City has made many changes to protect them. <br />However, with limited staff resources and funding, not enough has been done.
