City <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Personnel Committee <br /> Joan Schmidt <br /> David Potvin <br /> Lauren Wipper <br /> <br />Bruce West <br />Lori Johnson <br /> <br />DATE: <br /> <br />August 9, 2004 <br /> <br />SUBJECT: Salary Survey <br /> <br />Item # 5.4. <br /> <br />The Personnel Committee was directed by the Mayor and City Council to conduct a salary survey <br />for non-exempt and exempt employees within the City of Elk River pay plan. One of the reasons for <br />the salary survey was to look at our 2004 pay plan in comparison to median wage data. <br /> <br />The Personnel Committee chose 12 various cities throughout the seven county metro area to use for <br />our 2004 salary survey. The cities were selected not only for their population similarity to the City of <br />Elk River, but also for the consistent growth within the community. The population of the sampled <br />cities varied from 17,900 to 26,500. Each community is experiencing similar growth patterns and <br />growth related issues as we are in the City of Elk River. The twelve cities surveyed include: Hastings, <br />Savage, Andover, Lino Lakes, Anoka, Prior Lake, Ramsey, Farmington, Forest Lake, Rosemount, <br />Chaska, and Champlin. <br /> <br />After selecting 12 ciries, the Personnel Committee then proceeded to select 13 positions throughout <br />the pa), plan in both the non-exempt and exempt categories. The positions selected were based on <br />job classification similarities from city to city. Next, the Personnel Committee gathered data for <br />each position and looked at the 12 communities' pay range for each of the selected positions versus <br />the pay range within our City of Elk River pay plan. The focus is on the median wage of the <br />surveyed communities in comparison to our pay plan. The Personnel Committee agreed that the <br />findings of the 12 surveyed cities would result in establishing a median wage for each position <br />surveyed. <br /> <br />The Personnel Committee will be distributing the survey results for both the non-exempt and the <br />exempt positions surveyed from the 12 selected cities. The Committee members will be prepared to <br />discuss the survey results and any conclusions the Committee has made in reference to the exempt <br />and non-exempt pay plan survey.
