COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION <br /> CARRIED 4-0. <br /> COMMISSIONER TOTH MOVED TO ADOPT HRA RESOLUTION 93-1, A RESOLUTION <br /> ESTABLISHING THE TAX LEVY FOR THE HOUSING AND REDEVELOPMENT AUTHORITY <br /> FOR COLLECTION IN 1994. COMMISSIONER SCHULDT SECONDED THE MOTION. THE <br /> MOTION CARRIED 4-0. <br /> 6. Consider Proposal for Jackson Square Parking Lot Improvements <br /> At this time, Commission members reviewed several parking designs for <br /> the improvements to Jackson Square. <br /> Commissioner Duitsman asked if it was staff's intent to keep Jackson <br /> Place open. Phil Hals responded by saying that an alternative to the <br /> designs would be to curb it rather than to close it or vacate it. <br /> Another suggestion was to create a traffic channel which would permit <br /> right turns only from Jackson Place onto U.S, Highway 10. <br /> Commissioner Schuldt questioned the need for these proposed <br /> improvements. Phil Hale responded by saying that the blacktop had <br /> deteriorated and given the other recent landscaping improvements to <br /> this area, it was a good time to undertake the project. In addition, <br /> it was an attempt to maximize the parking and to do away with the park <br /> type nature of Jackson Square. <br /> Executive Director Klaers indicated that there was so little usable <br /> green space in Jackson Square that it was not attractive as a park, <br /> therefore, it was appropriate to convert Jackson Square into parking. <br /> In addition, Executive Director Klaers indicated that the Park and <br /> Recreation Commission had recommended that the EDA Main Street <br /> Redevelopment site be filled in as a passive use. Therefore, the loss <br /> of green space at Jackson Square may be made up at the redevelopment <br /> site. Phil Hals agreed with that concept. <br /> Chair Hinkle noted that there were existing traffic problems turning <br /> out of the parking lot and onto Jackson Avenue. <br /> CHAIR HINKLE MOVED TO REFER THE PARKING ALTERNATIVES TO THE ELK RIVER <br /> DOWNTOWN DEVELOPMENT CORPORATION FOR COMMENT AND RECOMMENDATIONS. <br /> COMMISSIONER TOTH SECONDED THE MOTION. <br /> Commissioner Schuldt asked staff to convey his reservations about the <br /> loss of green space in this area to the Downtown Development <br /> Corporation. <br /> THE MOTION CARRIED 4-0. <br />
