It is a small basin central portion of the <br />site. <br /> <br />Basin 8 is a large semi-wooded basin flanking the southern boundary. It drains <br />through a small outlet to the parcel to the south. <br /> <br />Basin 9 is a small Type 2 basin in the central portion of the site. <br /> <br />Basin 10 is partially located on the site. It is a semi-wooded basin on the <br />southern boundary of the site. <br /> <br />Basin 11 is located off-site. <br /> <br />No basins were designated by the Minnesota Department of Natural Resources <br />as Protected Wetlands. Trout Brook was mapped as a Protected Public Water to <br />the east of the site. Detailed information regarding each wetland's type, <br />vegetation composition, soils and hydrology can be found in the wetland <br />delineation report in Appendix A. <br /> <br />Project Need and PurpOse <br /> <br />The purpose of the project is to provide residential housing opportunities in a <br />highly desirable residential sector of the Twin Cities metropolitan area. A need <br />for additional residential options continues to exist in this market. The site is <br />guided by the City's Comprehensive Land Use Plan for the residential use being <br />proposed. It is located in close proximity to the developed portions of the City of <br />Elk River. <br /> <br />Proposed Impacts <br /> <br />Seventeen impacts are proposed. Ten of these impacts are proposed strictly for <br />construction of the public streets through the project. These impacts total 19,860 <br />square feet. Two additional impacts are proposed for the construction of streets, <br />a stormwater pond and small portions of 3 lots totalling 28,145 square feet. The <br />57,080 square feet of impacts occurs within excavated channels that comprise <br />the northwestern part of Basin 3. The third category of impacts include 3,670 <br />square feet for the filling in four locations. These fills average 1,000 square feet <br />per location to provide finished building pads and stormwater ponds. The <br />wetland impact areas are shown on the attached Grading Plan (Figure 3). <br /> <br /> <br />
