This would indicate that the <br />interchange will not be fully operational until sometime in 2005. Therefore, a <br />temporary signal installed early next year would be operational for four to five <br />years. For the City Council's consideration, we have prepared a draft resolution <br />that would indicate to the County that the City Council wants the temporary <br />signalization of this intersection to proceed. <br /> <br />6. East Elk River Public Improvement Project <br /> <br />There are several projects ongoing in the East Elk River area. Work is <br />proceeding on Tyler Street south of County Road 12. This portion of the City <br />project will be substantially complete with the final lift of bituminous and signing <br />and striping of the road yet this fall. North of County Road 12, the road has <br />proceeded as far as it can prior to connecting to County Road 13. The first lift of <br />blacktop is on this portion of Tyler Street north of County Road 12. <br /> <br />The Main Street/TH 169 project is starting to take shape. As of the time of this <br />correspondence, the first lift of blacktop was on all portions of Main Street east of <br />TH 169. The watermain was all installed west of TH 169 and the Contractor was <br />in the process of reconnecting services to the new watermain, after which the <br />paving of the roadway can proceed. We believe that within the next three weeks <br />Main Street will be opened to unrestricted traffic. <br /> <br />The County Road 12 project has begun this fall. The Contractor is only going to <br />construct the first approximately 3,000 feet of the roadway. That would go from <br />the intersection of County Road 13 to about 400 to 500 feet east of Tyler Street. <br />This should be complete with curb and gutter and the first lift of blacktop before <br />the onset of winter. <br /> <br />The completion of the northern end of Zane Street in Elk River Crossing has <br />begun this week. The surcharge is being removed, utilities installed, and a <br />temporary street surface put in place. The roadway will be temporary in nature <br />because there may be some minor additional settlement that can be anticipated <br />through the next year. Therefore, this roadway will be monitored to determine if <br />settlement continues to occur. Approximately a year from now, a decision will be <br />made relative to the completion of the final roadway including the concrete curb <br />and gutter. Until such time, a portion of the Developer's money will be withheld <br />to ensure that there are sufficient funds available to construct the permanent <br />roadway. <br /> <br />The other project in this area is 175th Street improvements. City Council had <br />originally directed that this project should proceed in 2001. Staff is continuing <br />work on this schedule, anticipating that a neighborhood meeting would be held <br />on October 17. At that meeting, the concept of landowners giving easements in <br />exchange for no street assessments will be discussed with the residents and <br />easement documents will be distributed. This will initiate the land acquisition <br />phase.
