Honorable Mayor and City Council <br />September 20, 2000 <br />Page Two <br /> <br />3. Business Center Drive/Waco Street <br /> <br />City Council discussed the bids for this project several meetings ago, and by <br />consensus indicated the project would be awarded once the final plat of Elk Path <br />Business Center was filed and all the necessary paperwork was in place from <br />MnDOT. We have been waiting until Monday of this week for the MnDOT <br />paperwork to be complete. It is now complete; therefore, attached are a memo <br />and a resolution formally awarding the Western Area Phase IV improvement <br />project to Richard Knutson, Inc. We would recommend adoption of this <br />resolution. The Contractor has started some preliminary work in the area last <br />week. Major work should begin in the near future. It would be our intent to get <br />as much construction done as weather permits this fall. <br /> <br />4. Holt/Irving Sewer Main Lining <br /> <br />This is a project that the City Council awarded a couple of meetings ago. We <br />have just completed the paperwork with the Contractor for this project and held <br />the preconstruction conference. We are prepared with a newsletter to be mailed <br />to the affected property owners. The work should be accomplished sometime <br />during the middle of October. <br /> <br />Highway 169/County Road 33 Signal (temporary) and Interchange Projects <br />for 2003 <br /> <br />MnDOT has hired a consultant, EnviroScience, to provide a scoping document <br />for the proposed interchange at TH 169 and County Road 33. Along with Steve <br />Rohlf, Councilmember Dietz, and Scott Harlicker, I recently attended a Technical <br />Advisory Committee meeting relative to this interchange. Attached for your <br />information is the packet of alternatives they are considering for the design of the <br />interchange. I will be available to discuss these options in more detail. However, <br />it should be noted that it is staff's opinion that Alternative No. 1 would be the <br />most desirable. <br /> <br />Another item that should be noted regarding the same intersection has to do with <br />the proposed temporary signal. As the City Council is aware, MnDOT has <br />agreed that a temporary signal is warranted at this intersection and was prepared <br />to install it in 2001. It was originally planned to be installed in 2000, but due to <br />funding necessary for the County portion of this project, it was pushed back one <br />year to allow for budgeting of these moneys. This was before money became <br />available for the proposed interchange at this intersection. MnDOT has indicated <br />to Sherburne County that the County may install a temporary signal here. We <br />believe it is important that the temporary signal be installed even though an <br />interchange is planned for 2003. We believe this because of potential traffic <br />safety issues at this interchange due to the large number of gravel trucks <br />accessing the highway at this point. We think that the signal will serve a useful <br />purpose in maintaining traffic during the construction of the interchange.
