City Council Minutes <br />September 18, 2000 <br /> <br />Page 2 <br /> <br />4.2. Utilities Commission Update <br /> <br />Councilmember Dietz updated the council on issues discussed at the September <br />13, 2000, Utilities Commission meeting. It was noted that the commission will be at <br />the 9/25/00 council meeting for a general discussion on issues of mutual interest. <br /> <br />4.3. Northstar Corridor Update <br /> <br />Scott Harlicker and Mayor Klinzing updated the council on issues discussed at the <br />September 7r~ Northstar Corridor Development Authority meeting. The Mayor <br />noted that both she and Councilmember Motin were favorably impressed with <br />the maintenance facility they toured on Thursday in Dallas. <br /> <br />5. Open Mike <br /> <br />6,1. <br /> <br />No one appeared for Open Mike. <br /> <br />Request by Marlene Hent.qes for Administrative Subdivision, Public Hearin.q - Case <br />No. AS 00-6 <br /> <br />Scott Harlicker indicated that Marlene Hentges has requested an administrative <br />subdivision to subdivide a 24-acre parcel into two lots. The property is located at <br />the northeast corner of the intersection of 223rd Avenue and Quinn Street. A lot <br />width variance has already been approved for this property. Scoff Harlicker <br />reviewed the staff report on this request. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Ron Murphy, land surveyor representing the two property owners, indicated the <br />applicants concurred with all of staff's recommendations with the exception of <br />numbers 3 and 6. He indicated that these recommendations were made after <br />the Planning Commission recommendation. He indicated that number 3 requires <br />three man-made ponds that are not on the survey, be added on the survey and <br />included in the drainage easements. Item # 6 requires a 50-foot wide trail <br />easement on the southern boundary of the property. He indicated that the <br />owners do not believe the trail easement is appropriate or necessary. <br /> <br />David Anderson, Park and Recreation Commission representative stated that the <br />Park and Recreation Commission is requesting the easement to serve as a more <br />convenient future access to the trail system when and if future development <br />occurs, <br /> <br />Councilmember Farber stated he did not agree with the policy of charging park <br />dedication fee and obtaining trail easement dedication without payment to the <br />property owner. <br /> <br />Tom Thompson, 12899 217~ Avenue, had a question relating to the road drainage <br />and utility easements. <br /> <br />There being no further comments, Mayor Klinzing closed the public hearing. <br /> <br />COUNCILMEMBER MOTIN MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUESTED BY MARLENE HENTGES TO SUBDIVIDE A 24-ACRE PARCEL INTO TWO <br /> <br /> <br />
