This schedule assumes that the <br />majority of FTA comments are received by August 14, 2000, with minor comments up to August 28, 2000. The schedule also assumes that the comments by <br />MnDOT, and the cooperating agencies will not require substantial changes to the July 2000 document. <br /> <br />To comply with Federal requirements, the comment period must remain open for 45 days (consecutive) following the publication of the Notice of DEIS Availability <br />in the Federal Register. Under state requirements, the DEIS must be available for a minimum of 15 days (working) prior to the public hearing (based on publication <br />date in the MnEQB Monitor). The DEIS comment period must remain open for a minimum of 10 working days following the last public hearing. <br /> <br />Federal environmental review requirements require that the document be available for a minimum of 15 days prior to the public hearing (consecutive days). State <br />environmental requirements indicate the DEIS must be available for a minimum of 15 working days prior to the public hearing. Hence, for the Northstar project, <br />the public hearing(s) can take place any time after October 9, 2000. Under state requirements, the comment period must remain open for a minimum of 10 working <br />days following the last public hearing. Therefore, if the public hearing dates shift beyond October 24, 2000 the close of the comment period will need to be revised. <br /> <br /> <br />
