ARCATA <br />EUREKA <br /> <br />HUMt~( LDT COUNTY <br /> <br />..( ) <br /> <br />LOCATION MAP <br /> <br />A collector street, 14th Street is connects the western portion of town to US 101 and the <br />university. In 1997, it carried 1700 ADT and provided direct access for motorists and <br />delivery trucks. Winter storms in the winter of 1997 created slope stability problems that <br />forced the closure of a one-block portion of this roadway. No detours were provided <br />and drivers found their own way around the closure. Seven percent (7%) of the drivers <br />avoided the area entirely and thirty-seven percent (37%) began using 11th Street, <br />another two-lane collector three blocks to the south. However, fifty-six percent (56%), <br />635 ADT, simply made the one-block jog to 13th Street to circumnavigate the closure. <br /> <br />For a few residents, this closure provided a tranquil cul-de-sac yet their neighbors saw <br />increased traffic, congestion and noise on the cut-through route. ADT levels had jumped <br />dramatically by 100-300%. The introduction of truck traffic also drew the ire of these <br />residents. From a traffic engineering standpoint, the changes in traffic patterns and <br />volumes on adjacent streets were insignificant. Clearly, public perceptions were <br />inconsistent and normal traffic engineering methods made for a poor tiebreaker. <br /> <br />The City Council held numerous public hearings to discuss four options for 14th Street - <br />opening it back up to two-way traffic, one-way eastbound or westbound and finally full <br />closure. After numerous contentious hearings, the Council voted for full closure citing <br /> <br /> <br />
