City Council Minutes Page <br />July 24, 2000 <br /> <br /> Councilmember Motin questioned why the city has 2007 as the date set for <br /> extending utilities and charging assessments when sewer and water can be <br /> extended to this area now, Ms. McPherson stated that currently this property is <br /> not scheduled to receive utilities and assessments until 2007 so as to be sensitive <br /> to property owners in this area and defer the impact of the assessments, <br /> <br />Mayor Klinzing commented that she would like to slow urban residential growth in <br />Elk River at least until the school district passes a bond referendum, Mayor Klinzing <br />suggested the city examine this part of the comprehensive plan. <br /> <br />Leroy Brown, property owner, informed the council that he owns 72 acres next to <br />the subject property and Mr. Brown questioned whether this would affect the <br />timing of when he will be assessed. Mayor Klinzing stated that Mr. Brown's <br />property would not be assessed until 2007. <br /> <br />COUNClLMEMBER MOTIN MOVED TO ADOPT RESOLUTION 00-59 AMENDING THE <br />COMPREHENSIVE PLAN TO INCLUDE A PROPERTY IN THE URBAN SERVICE DISTRICT. <br />COUNClLMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 4-1. <br />Mayor Klinzing opposed. <br /> <br />6. Open Mike <br /> <br />No one appeared for open mike. <br /> <br />7.1. Utilities Commission Update <br /> <br />Councilmember Dietz commented that everyone should have a copy of the <br />Utilities Commission minutes and that he would try to answer any questions. <br />Councilmember Motin questioned the location and size of the water tower. <br />Councilmember Dietz stated that the water tower would be similar in size to the <br />Gary Street water tower. <br /> <br />7.2. Discussion: Vehicles for Sale in City Lots <br /> <br />Chief Zerwas stated that he would like more input from council on how to <br />proceed with stopping people from parking their "for sale" vehicles on city <br />property. Chief Zerwas stated that one potential problem is when someone is <br />legitimately parked in a city lot with "for sale" signs in their windows, such as an <br />employee or customer of a downtown business. <br /> <br />Council directed Chief Zerwas to install signs at city lots stating that vehicles can't <br />be parked for selling purposes only and that the vehicle will be towed at the <br />owner's expense. Council directed Chief Zerwas to research the subject and the <br />possibility of adding it to the city ordinance, <br /> <br />7.3. Discussion: Bear Complaints in City of Elk River <br /> <br />Police Chief Tom Zerwas responded to Council questions regarding bear <br />complaints in Elk River. Chief Zerwas stated that unless bears are causing <br />significant problems or are threatening to people they should be left alone. Chief <br />Zerwas suggested that, if people secure their garbage and keep dog and bird <br />food put away, bears will not be a nuisance. <br /> <br /> <br />
