Appoint Executive Director COMMISSIONER MOTIN MOVED TO APPOINT CATHERINE MEHELICH,DIRECTOR OF ECONOMIC DEVELOPMENT,AS THE HRA'S EXECUTIVE DIRECTOR AND CITY ADMINISTRATOR PAT KLAERS AS THE INTERIM EXECUTIVE DIRECTOR FOR 2002. COMMISSIONER WILSON SECONDED THE MOTION.THE MOTION CARRIED 5-0. c. Designate Official Newspaper COMMISSIONER WILSON MOVED TO DESIGNATE THE ELK RIVER STAR NEWS AS THE OFFICIAL HRA NEWSPAPER FOR 2002. COMMISSIONER LIESER SECONDED THE MOTIN. THE MOTION CARRIED 5-0. d. NE Corner of Hwy 169 and Main Street Redevelopment Update Catherine Mehelich explained that Developer Kraus-Anderson Realty has been considering a redevelopment of the NE Corner of Highway 169 and Main Street since spring 2001. She indicated that the developer has suggested consideration of tax increment finance assistance to fund extra-ordinary costs such as acquisition and demolition. Catherine indicated that the City Council,EDA and HRA have indicated a desire to see a larger project in the area than originally proposed by the developer. Catherine indicated that staff has completed an assessment of the proposed redevelopment area for its eligibility of redevelopment tax increment financing. Following the assessment staff felt that there is not substantial evidence to qualify the area for a TIF redevelopment district.
