City Council Nlinutes <br />August 3, 2015 <br />Page 8 <br />------------------------------ <br />Council recessed at 7:53 p.m. to go into worksession and then reconvened at 7:58 <br />P.M. <br />IMINUMM: =- <br />Various staff reviewed their budgets and goals as outlined in the staff report. <br />Tjb <br />Mayor Dietz noted he has been involved with the library for many years in various <br />capacities. He expressed concerns with the current relationship between the city and <br />library. He stated the library and city used to work collaboratively to help each other, <br />even if it was crossing boundaries from the library's and city's official roles, and feels <br />this relationship has changed. <br />He noted a recent past issue regarding taking minutes for library board meetings. He <br />stated Mr. Portner was directed to have a conversation with Mr. Hollerich regarding <br />his ability to take minutes for these meetings. Mr. Hollerich agreed to provide <br />meeting minutes, but when he arrived at the most recent Library Board meeting, he <br />stated he was not going to do, it because he was not a city employee. Mayor Dietz <br />stated each department has been providing their own staff person to take minutes <br />for their specific boards and he felt the library should be able to do the same. <br />Mr. Hollerich noted this was at the direction of his supervisor. <br />Mayor Dietz stated if the. Library wants to play hardball, then the city should also <br />have a policy not to cross any lilies regarding each other's official roles. He stated he <br />met with h the91 <br />new head of the Great River. Regional Library and he stressed to her <br />that the city considers this a partnership by working together and that the lines don't <br />need to be so rigid. He stated she seemed to agree with his comments but it is not <br />being shown by actions. <br />Mayor Dietz stated there is $4,000 coming from the city's budget to pay for two staff <br />people for a reading program. He noted this is a program and not a building <br />maintenance item so it would be Great River Regional Library's responsibility to pay <br />for this program. He stated if the library wants to draw lines, then he'll go to the <br />Library Board and ask for this $4,000 to be removed from their budget. <br />Mayor Dietz stated he is very frustrated with Mr. Hollerich's supervisor. He stated he <br />has encouraged Mr. Hollerich, from day one, to visit more with city staff and get <br />assistance with needs he may have. He says in today's world we don't need lines that <br />are so black and white. He understands Mr. Hollerich is busy, but it would take <br />approximately six hours a year of his time to do the minutes; and he did originally <br />indicate be would be okay with doing it. He questioned why Mr. Hollerich was <br />presenting a budget when he is not an employee of the city. <br />Mayor Dietz questioned if the Idbrary Board should even have a say about what goes <br />in their budget when other boards and commissions don't get involved with budgets. <br />p 1) 1 1 R [ 1 61 <br />NATUREI, <br />
