Local Financial Commitment.The LGU is required to provide either documentation of funds <br /> secured or demonstrate how it intends to raise the local financial commitment.All awards must <br /> be matched by non-state funds equal to or greater than the award amount. <br /> Description of Project.Indicate whether the project will replace a direct or indirect refrigeration <br /> system and what the new refrigerant will be. <br /> Project Budget. Submit a complete budget for the project. <br /> Operating Budget.List and describe the annual operating costs of the project and compare it to <br /> the current annual operating cost for the system the project will replace. <br /> EVALUATION CRITERIA <br /> The MASC Board will make final determinations for grant awards.The MASC will prioritize the <br /> grant awards based on satisfying the goals of the program as stated above,the legislative <br /> requirements expressed in statute, and on the following specific criteria for each grant type: <br /> Developing New Ice Arenas <br /> 1. Demonstration of the ability of the applicant to perform. <br /> a. Proof of committed resources necessary to develop and construct a new ice sheet <br /> (including the proposed state grant). <br /> b. A site plan and preliminary architectural plans. <br /> c. Owner and Operating Agreements established. <br /> d. Proof that the land for the site is committed or secured. <br /> e. An established timetable for construction to meet MASC project deadlines. <br /> f. An operating pro forma budget that shows the financial viability. <br /> 2. Demonstration of the need for a new ice sheet. <br /> a. Demonstrate that an adequate participation base exists or can be developed within one <br /> hour drive from the arena. <br /> 3. Demonstration of Partnerships. <br /> a. Documentation that applicant has formed public and private partnerships to develop <br /> and operate the ice arena which may include cities,counties, school districts and <br /> private non-profit groups. <br /> Improving Indoor Air Quality <br /> 1. Replacing non-electric resurfacing equipment with electric-powered units. <br /> 2. Expected amount of indoor air quality improvement. <br /> 3. Ratio of matching funds.A higher than 1-to-1 ratio will be favored. <br /> 5 <br />
