the MASC.Government sponsors may contract or lease operations to a non-public entity,but <br /> ultimate ownership and operational responsibility must remain with the original public sponsor. <br /> Local Financial Commitment. The LGU is required to provide either documentation of funds <br /> secured or demonstrate how it intends to raise the local financial commitment.A written plan <br /> should be submitted on how the community intends to raise the funds including a timeline for <br /> completion.Please include any evidence of past fundraising efforts in the community of a similar <br /> size and scope. If the community intends to use a local bond issue please indicate the date of <br /> intended bond issue vote or government board vote. <br /> Economic Impact Analysis.A goal of the MASC is to bring a new net economic impact to <br /> Minnesota communities through the development and use of sport facilities. The local <br /> government applicant is required to demonstrate the economic impact of the proposed sport <br /> facility. The economic impact study should concentrate on the numbers of visitors, including <br /> out-of-state visitors who will travel to the site to participate in sporting events at the proposed <br /> facility.The applicant should outline a typical annual schedule of events with corresponding <br /> economic impact. <br /> Budgets. Submit a complete construction budget and annual operating budget for the new ice <br /> arena. <br /> IMPROVING INDOOR AIR QUALITY <br /> Resolution of Local Government Unit.The LGU is required to execute a resolution which <br /> authorizes filing of the application and the execution of final agreements with the MASC if their <br /> project is selected. <br /> Local Financial Commitment.The LGU is required to provide either documentation of funds <br /> secured or demonstrate how it intends to raise the local financial commitment.All awards must <br /> be matched by non-state funds equal to or greater than the award amount. <br /> Description of Project. Indicate whether the project is purchasing a new electric ice resurfacer <br /> or a different mechanism to improve the indoor air quality of the arena.If the latter,describe the <br /> project,how it will improve indoor air quality,and by how much it will improve. <br /> Project Budget. Submit a complete budget for the project. <br /> Operating Budget.List and describe the annual operating costs of the project and compare it to <br /> the current annual operating costs for the system the project will improve. <br /> ELIMINATING R-22 REFRIGERANT <br /> Resolution of Local Government Unit.The LGU is required to execute a resolution which <br /> authorizes filing of the application and the execution of final agreements with the MASC if their <br /> project is selected. <br /> 4 <br />
