The Honorable Mayor and City Council June 22, 2000 Page 3 Bruce West felt that the increased travel time for an emergency vehicle with this new alignment and proposed cul-de-sac on CSAH 13 would be less than a minute. It should also be noted that the intersection of Main Street with old CSAH 13 is planned to be signalized immediately since this is the main entrance to the Elk River Crossing area. With the new signalization, emergency vehicle preemption will be installed. This should make the emergency trips through this area safer. It is anticipated that in the future the intersection of CSAH 12 with Tyler Street would need to be signalized at which time emergency vehicle preemption would also be installed at this location. Some additional variables that were considered--although somewhat minor to the whole decision making process--included the fact that, by connecting existing CSAH 13 to Tyler Street, drivers headed for TH 10 would be trained not to access the intersection of Main Street and TH 169, but instead to follow Tyler Street to the south and access TH 10 at 171St for a trip eastbound on TH 10 to Anoka. Thus, removing vehicle trips from the intersection of Main Street and TH 169. The other consideration was that, as the area north of CSAH 12 on the old CSAH 13 alignment redeveloped, there would be more conflicting movements in this area for traffic on CSAH 13 to deal with if a cul-de- sac was not constructed. As an example, Mulvaney Point Development, just north of CSAH 12 on CSAH 13 is planned to contain the new post office plus four additional lots. You can imagine the number of trips in and out of this area which would be added just by the post office at certain times of the day or days of the week. Likewise, connecting old CSAH 13 to Tyler Street would add another access point on Tyler Street that would need a median break. This median break would add another potential conflict point as vehicles attempt to make a turn across four lanes of traffic. The one trip that will be most negatively impacted would be a southbound trip on CSAH 13 headed for the businesses along Dodge Avenue in Barrington Place. This is a strip which contains McDonald's and Kentucky Fried Chicken. This negativity was considered by staff, but we felt that it was a small price to pay for trying to improve the traffic situation for significantly more trips in the Main Street/TH 169 area. The one negative impact if the City Council were to not cul-de-sac CSAH 13 but direct that at the tie into the new Tyler Street alignment would be that it would preclude George Deschenes from building a new facility to house his business near the location of his existing home. Currently, there will be an area of 0.85 acres of buildable land available for Mr. Deschenes for constructing a new building. Mr. Deschenes has already received a variance from the Planning Commission to construct a building in this location. It should be noted that negotiations with the City over the acquisition of this land to construct this building are not complete at this point in time.
