PROJECT APPROACH <br /> Our team understands the importance of"place-making"and is committed to building on <br /> the existing strengths at Rivers Edge Commons Park. We have carefully selected individuals <br /> on our team with the experience,passion and desire to create lasting public facilities and <br /> spaces within the park. Our team has personal experience in the day to day functions at <br /> the park;from attending countless concerts to more casual strolls through the park,we <br /> understand what Rivers Edge Commons Park is today,how to best protect and build upon <br /> the characteristics of the park that work well today,and how to make it even better over <br /> time. <br /> With our team's inherent knowledge of the Park,and our recent experience with staff in <br /> developing the updated Master Plan,we can bring measurable results to this phase of <br /> the project from day one. Additionally,our team's institutional knowledge of the City <br /> process and what it means to bring planned projects through the review process in Elk <br /> River will mean that we can focus on the project vs.the process. The project represents an <br /> opportunity to make the Park an even more amazing destination for Elk River residents to <br /> enjoy for generations to come.Our approach to making Rivers Edge Commons Park unique, <br /> dynamic,and enduring will rely on the following approach: <br /> Project Work Plan <br /> Working closely with City staff,and in response to the requested tasks identified in the <br /> RFP,our team will provide the following professional services to accomplish the phase one <br /> expansion project: <br /> TASK 1 -DESIGN DEVELOPMENT <br /> Collaborate with the City to review the outcomes of the recently completed Concept Master 1.1 Topographic Survey and <br /> Plan and review and confirm all of the design ideas including but not limited to: basemap of the Phase 1 <br /> project area <br /> Integrate other additional project design ideas and information that has been 1.2 Definition of materials and <br /> Construction systems based <br /> developed by staff since the completion of the previous Master Plan. on the approved Concept <br /> Finalize the phase one project limits and conduct a site survey of the existing conditions Plan <br /> to be utilized as the base map for the proposed park changes.Preparation of a 1.3 Engineer preliminary <br /> storm drainage systems <br /> topographic map and as-built map will be part of the boundary survey. Procedures for incorporating best practices <br /> measurement of both horizontal and vertical positions will include use of GPS and a 1.4 Develop outline <br /> robotic total station. Upon completion of the field measurements a CAD model of the specifications for the project <br /> 1.5 Review the draft design <br /> park will be prepared for use by the other members of the team. documents with staff(60% <br /> Evolve the existing concept plan into a draft design development set by integrating best and 90%)and the Parks and <br /> practices of sustainable site design. This plan set will provide a guide to construction Rec Commission(90%) <br /> 1.6 Prepare progress reports for <br /> systems and materials options and will be critical in establishing more refined cost staff <br /> estimates and the approach to project implementation. <br /> The review process for the design development set will include review by staff and the <br /> park commission at various stages of completion. For City staff,we propose two review <br /> meetings during the design development phase(60%and 100%). The review meetings <br /> will focus on design options and alternatives for the basic construction systems and <br /> materials being proposed for the project. This design process is critical to coordinating <br /> the project and to develop design solutions that align project goals with budgets,phasing <br /> requirements,and City expectations. <br /> RIVERS EDGE COMMONS EXPANSION PROPOSAL 9 <br />
