Request for Proposals <br /> Rivers Edge Commons Park Expansion Phase One Page 2 of 7 <br /> -------------------------- <br /> Project Overview <br /> The intent of this request is to obtain the services of a design firm,hereinafter referred to as the <br /> "Consultant" to perform consultant services for the City of Elk River,Minnesota, hereinafter <br /> referred to as the "City." Services of a multi-disciplinary team with park design,landscaping,and <br /> construction plan experience in both active and passive park components is required to assist staff <br /> preparing plans for the elements outlined in this proposal. Anticipated disciplines should include <br /> Landscape Architecture, Civil Engineering and Structural Engineering. The city is seeking proposals <br /> for a Consultant to fully design and administer the construction of expanding our Rivers Edge <br /> Commons Park. Said improvements are shown in the attached Concept Plan that was approved by <br /> the City Council on April 20,2015. <br /> Section 2 Project Description <br /> The Consultant services to be performed are for engineering and landscape design services for the <br /> following: <br /> 1. Park design and site plan for the expansion of Rivers Edge Commons Park Phase One. <br /> 2. Plans, specifications and construction documents for the Rivers Edge Commons Park Phase <br /> One. <br /> 3. Bid review, construction management and project inspection for Rivers Edge Commons <br /> Park Phase One. <br /> Rivers Edge Commons Park Description <br /> Rivers Edge Commons Park is located at 679 Main Street in downtown Elk River. The current park <br /> is 0.63 acres on the bank of the Mississippi River. This park embraces the river making it a focal <br /> point of downtown that facilities interaction and fosters community pride. It is home to the annual <br /> Riverfront Concert Series and is used on a regular basis for special events,weddings,and receptions. <br /> The park's plaza located on the street level is a community gathering place that includes a fountain <br /> water feature popular for younger children to splash during the summer months. <br /> Rivers Edge Commons Park was designed and constructed during the summer of 2006. The park <br /> was dedicated with a grand opening ceremony during the spring of 2007 and the first concert series <br /> started in the summer of 2007. The concerts, especially during the summers of 2013 and 2014 have <br /> seen crowds growing to over 1,500 people. <br /> In early 2015, staff and City Council discussed the need to expand the seating into the lower part of <br /> the adjacent alley and restore the failing retaining walls for the city's downtown parking lots. This is <br /> Phase One of the concept plan. It is stated on page 63 of the Parks and Recreation Master Plan <br /> "Evolve the Riverfront Concert Series at River's Edge Commons Park to a higher profile <br /> community event that becomes a greater economic benefit for the community." <br /> The overall concept of the park approved by City Council would make the park a stronger focal <br /> point regionally attracting people downtown and to the Mississippi River. Initiative 4 of the Parks <br /> and Recreation Master Plan is to Connect to the Rivers.
