Box 490 <br />Elk River, MN 55330-1900 <br /> <br />RE: WHITETAIL RIDGE FINAL GRADING PLAN <br /> <br />Dear Mr. Hadicker: <br /> <br />As requested, we have reviewed the Whitetail Ridge final grading plan. Based upon our review, <br />we would offer the following comments: <br /> <br />In the northwest corner of the plat, the proposed read cuts across a narrow wetland. There <br />will be some filling required. It appears that there will be an attempt to minimize the filling of <br />the wetland. As of the date of this letter, the Developer nor his engineer have had any <br />discussions with Steve Rohlf relative to wetland issues. A meeting has been scheduled for <br />Monday, May 15, at which time this wetland filling will be discussed. Pending the outcome <br />of that meeting, it may be the recommendation to table action on the final plat of Whitetail <br />Ridge until the wetland process can be completed. This has always been the policy of City <br />staff that plats must complete the wetland process pdor to the final plat being considered by <br />the City Council. <br /> <br />This wetland complex in the northwest part of the plat that is being filled appears to flow <br />from west to east. It is unclear from the topography off of the plat site how large the <br />tributary area is west of Whitetail Ridge. The size of the tributary area of this wetland flow <br />needs to be determined and, if appropriate, a culvert placed underneath the road to <br />continue the flow from west to east. Also, one of the sedimentation ponds is proposed to <br />be constructed at the east end of this wetland complex. Will this proposed sedimentation <br />pond impede the natural flow of the wetland complex? <br /> <br />Finally, drainage and utility easements need to be provided around all of the wetland areas <br />within the plat. <br /> <br />Thus far, we have seen soil bodngs for the on-site sewage treatment area, but have seen <br />no preliminary design. This will also be a topic of discussion at Monday's meeting with the <br />Developer. A condition of the final plat should be that the on-site sewage treatment facility <br />needs to be designed, reviewed, and approved pdor to the City signing the final plat. It also <br />appears from the contours that there is some natural drainage that flows from Lots 2, 3, and <br />4, Block 1, along the rear of the lots onto the sewage treatment area.
