o

o

o

o

do

At this point in time, there is not enough interest to warrant a trip to view the
California commuter rail system. Staff suggested that the NCDA consider a trip
in late September or early October 2000 to view the Seattle, WashingtOn and
Vancouver, British Columbia commuter rail systems. Further information will be
distributed when dates are finalized.

A motion was made by Paul McCarron, seconded by Gary Erickson, and carried
unanimously to request $1,400,000 of the $3,000,000 Congress appropriated in FY 2000
for the Twin Cities Transitways (Northstar, Red Rock, and Riverview Corridors). The
funding is available, but has not yet been allocated among the three corridors. The
Northstar Corridor has completed its advanced corridor planning and is ready to
commence preliminary engineering.

Jim Norman, Administrator, City of Ramsey, reviewed the existing and adjacent land use
development potential and job growth projections for the area around the proposed
Ramsey station site.

The Authority agreed to delay decision on the station sites until the May 4, 2000
NCDA meeting.

A motion was made by Dan Erhart, seconded by Don Jolly, and carried unanimously to
approve the recommendation of the Administrative Team that the NCDA:

ao

bo

Co

Direct staff to develop an agreement between the NCDA, Mn/DOT and the
ACRRA related to the funding, development, ownership, and operation of the
multi-modal facilities;
Request that the ACRRA act on behalf of the NCDA to manage the design and
construction of the multi-modal facilities (up to two) located in Anoka County;
and
Authorize the issuance of an RFP for engineering services for the design and
construction management of up to two multi-modal facilities to be located on the
Northstar Corridor in Anoka County.

A motion was made by Paul McCarron, seconded by Dave Saunders, and carried
unanimously to authorize the issuance of a Request for Proposals (RFP) for Preliminary
Engineering of the connection to the Hiawatha LRT Corridor. The Northstar and
Hiawatha Corridors will eventually connect at a multi-modal station in the vicinity of 5th
Street and 5th Avenue North in downtown Minneapolis. The NCDA's 2000 Budget
provides funding for preliminary engineering of the LRT connection.

Tim Yantos and Jeff Dehler presented a summary received from Shandwick International
on the Open Houses sponsored by the Northstar Corridor Development Authority at the
following locations:

ao

Northeast Minneapolis, February 26
Fridley, February 29

Northstar Corridor Development Authority
April 6, 2000
Page 2
