Coordination of Information
Operation of the Elk River Dam is overseen by Elk River Municipal Utilities. In
the event of a Level 1 or Level 2 Emergency, the National Weather Service (Twin
Cities, MN Forecast Office) should be coordinated with in order to monitor
storms, river stages, and flood waves resulting from a dam break.
If it becomes necessary to lower the reservoir water surface elevation during an
emergency, Elk River Municipal Utilities will contact the DNR State Dam Safety
Engineer for advice about any drawdown processes in order to ensure that the
drawdown is done in the most safe and effective manner possible.
Actions that reduce inflow to the reservoir through coordination with upstream
dams do not apply to this EAP.
Actions that reduce downstream flows through coordination with downstream
dams do not apply to this EAP.
3. Other Site-Specific Actions
At a Level 1 emergency, the Emergency Operations Center would be opened.
173
