QtRTEL <br /> ARCHITECTS THE FOCUS OF OERTEL <br /> We have kept this proposal brief but included some background information as you may be unfamiliar <br /> with our firm. This type of consulting work is what we do every day, all year, and this has been the case <br /> for close to twenty years for the firm and over twenty six years for me personally. We know this stuff. <br /> Although we do work throughout the State, Oertel Architects has worked on many projects in your <br /> area. We have been working with the city of Anoka on a similar study for the public works and utilities <br /> department. We did the design of the Otsego public works facility, as well as several small shops and <br /> studies for both Wright County and Hennepin County (NW locations). <br /> Whether utilities, highway departments, municipal maintenance operations, or other public works <br /> functions, our approach is very similar. While all agencies and departments differ, there are a great <br /> many commonalities. <br /> The bottom line, as we see it, is first to determine the actual need. On rare occasions, we will find that <br /> there is not so much of a need for a new facility as much as simply using the existing building in a more <br /> efficient manner, providing upgrades as necessary. <br /> In performing the initial determination, we need to examine operations, site conditions, the fleet, the <br /> area of service to the community, the expected service levels, and multiple other items. Once we have <br /> gathered and analyzed all the information, we enter the data into a proprietary program which we have <br /> developed. This program is based on dozens and dozens of similar facilities throughout the State. <br /> With this program, we can determine minimum/optimum site area, building area, storm requirements <br /> and so on. In a rare case, we may not go much farther. If a client wants to use a specific site and allow <br /> for expansion, we have been able to tell the client, without much time and expense, that their site is <br /> simply not big enough to meet long term needs. <br /> We also itemize ideal and minimal space and equipment requirements for the near mid and long term. <br /> This then is used as a counterpoint to the current operation, the space available, the equipment on <br /> hand, and related items. <br /> This is all a basis for the planning. In your case, we would strongly advise considering several options <br /> and we've based our fee on this. At the onset, we never quite know if it is more effective or more costly <br /> to work with the existing buildings or simply start over with a new building. <br /> The options we would prepare would cover a broad baseline. We would point out the pluses and <br /> minuses to each and allow you to determine which option best meets your goals. <br /> El <br /> 125 River <br />
