Box 430 ,, <br /> .........._, <br /> Elk River, MN 55330-0430 River <br /> RE: CITY OF ELK RIVER MUNICIJA L <br /> UTILITIES BUILDING STUDY <br /> Dear Mr. Adams & Evaluation Committee, <br /> We are thrilled to be given the opportunity to submit our qualifications to you for your municipal <br /> utilities building study project. The following is our proposal for the various items related to the study <br /> of your agency. I am providing a few notes in regards to this but first let me say that you and your staff <br /> are taking the right approach to this. <br /> My meeting on site with staff last week helped a great deal in the preparation of this proposal and in <br /> getting an understanding of your operation. <br /> As I mentioned at our meeting, all too often we are bought in on a project to focus on a building <br /> expansion and quickly discover that there has been a lack of forethought in regards to long term <br /> expansion planning. This adds complications and costs to the client. Everyone and every agency really <br /> needs to plan ahead, to look well into the future, consider all options, develop a long range plan and <br /> then try to stick to this, even if the predetermined dates change. <br /> When this type of thing happens, we may discover that something was done or built in the recent past <br /> to foul up an ideal expansion plan. For example, we currently are working with a city in the Southeast <br /> metro that installed a fueling island in the perfect location for a building expansion. In this case, the <br /> fueling system will be need to be removed and a new one placed in the proper location in order to <br /> achieve the best planning and building expansion option. <br /> Performing the study ahead of any actual building expansion is the proper way for you to proceed. <br /> Elk =--- <br /> 124 River <br />
