Box 430 ,, .........._, Elk River, MN 55330-0430 River RE: CITY OF ELK RIVER MUNICIJA L UTILITIES BUILDING STUDY Dear Mr. Adams & Evaluation Committee, We are thrilled to be given the opportunity to submit our qualifications to you for your municipal utilities building study project. The following is our proposal for the various items related to the study of your agency. I am providing a few notes in regards to this but first let me say that you and your staff are taking the right approach to this. My meeting on site with staff last week helped a great deal in the preparation of this proposal and in getting an understanding of your operation. As I mentioned at our meeting, all too often we are bought in on a project to focus on a building expansion and quickly discover that there has been a lack of forethought in regards to long term expansion planning. This adds complications and costs to the client. Everyone and every agency really needs to plan ahead, to look well into the future, consider all options, develop a long range plan and then try to stick to this, even if the predetermined dates change. When this type of thing happens, we may discover that something was done or built in the recent past to foul up an ideal expansion plan. For example, we currently are working with a city in the Southeast metro that installed a fueling island in the perfect location for a building expansion. In this case, the fueling system will be need to be removed and a new one placed in the proper location in order to achieve the best planning and building expansion option. Performing the study ahead of any actual building expansion is the proper way for you to proceed. Elk =--- 124 River
