Updated Research and Concept Options for Downtown North of Hwy 10 <br /> October 4,2004 HRA Meeting <br /> Page 3 of 4 <br /> • • High priority should be to retain the Post Office (the three parcels to the north of <br /> the Post Office, currently developed with older single-family homes, present <br /> themselves as expansion options to the Post Office) <br /> Although the Market Analysis has not changed since 2001, the attached letter from Mary <br /> Bujold,President of Maxfield Research,includes additional comments regarding the Study <br /> Area. <br /> Historical Significance Analysis <br /> This analysis was completed in the Summer of 2001. The Heritage Preservation <br /> Commission (HPC) completed historical significance evaluation for each downtown <br /> property. As the attached 2001 Historical Significance Map indicates, each property was <br /> rated as "high, medium, or low significance" or"significant as a block". <br /> On September 9, 2004, the HPC was asked to update the analysis to reflect the HRA's Study <br /> Area. The attached memo from Building&Environmental Administrator Steve Rohlf <br /> summarizes the HPC's initial response to the request. The conclusion of the HPC's review <br /> is that no single building or area indicates high historical significance. <br /> Building Condition Analysis <br /> This analysis was also completed in the Summer of 2001,primarily of the core downtown, <br /> however a large number of parcels located in the southern portion of the Study Area were <br /> included. <br /> • In 2001, staff building inspectors completed a "windshield" survey for each property in the <br /> area. As the attached 2001 Building Condition Map indicates, each property was rated as <br /> "good, fair or poor" condition. <br /> The Planning Department and the Building&Environmental Department were recently <br /> asked to update the Building Condition Analysis to reflect the Study Area. The attached <br /> memo from Senior Planner Scott Harlicker describes the results of an updated analysis. A <br /> map of this information will be provided to the HRA in November. <br /> Additional information regarding building condition includes the attached Priority Principles <br /> and Projects developed for the entire downtown in June 2001 by the HRA and Planning <br /> Commission for use in the 2001 Downtown Redevelopment Plan. Also, the <br /> attached Year Built and Improvements maps indicate the age of the Study Area and the <br /> types of private sector improvements made. <br /> Concept Options <br /> The HRA developed the attached Concept Option 1 at its June 30, 2004 Work Session. <br /> Staff has developed Concept Options 2 and 3 based on the Work Session and the above <br /> research. For the October 4, 2004 HRA meeting, staff would like the HRA to focus on the <br /> following two tasks: <br /> • Identify any additional concept options for consideration <br /> • • Discuss potential barriers to implementing the concept options <br />
