• CONCLUSION <br /> Our surveying and evaluating of the properties within this proposed Redevelopment <br /> District render results that in our professional opinion qualify the district eligible under <br /> the statutory criteria and formulas for Tax Increment Financing District Funding. <br /> SUPPORTING DOCUMENTS ATTACHED <br /> - Site Occupied/Building Substandard Determination table <br /> - TIF Assessment maps: Building Assessments,Occupied Surfaces,Percent <br /> Occupied Surfaces <br /> - Report on Building Condition (one per building) <br /> - Individual Building Summary Report(one per building) <br /> PROCEDURAL REQUIREMENTS <br /> The properties were surveyed and evaluated in accordance with the following <br /> requirements under Minnesota Statute Section 469.174, Subdivision 10, clause (c)which <br /> states: <br /> Interior Inspection—"The municipality may not make such determination [that the <br /> building is structurally substandard] without an interior inspection of the property..." <br /> Exterior Inspection and Other Means—"An interior inspection of the property is not <br /> required, if the municipality finds that(1)the municipality or authority is unable to gain <br /> • access to the property;and after using its best efforts to obtain permission from the party <br /> that owns or controls the property; and(2)the evidence otherwise supports a reasonable <br /> conclusion that the building is structurally substandard." <br /> Documentation—"Written documentation of the building findings and reasons why an <br /> interior inspection was not conducted must be made and retained under section 469.175, <br /> subdivision 3,clause (1)." Refer to Exhibit A—Documentation of Contacts/Evaluations, <br /> immediately following this report. <br /> PROCEDURES FOLLOWED TO MEET REQUIREMENTS <br /> The City of Elk River sent letters to all property owners located in the district requesting <br /> that an inspection and evaluation be made of their property. SEH conducted assessments <br /> between January 7th and March 14th, 2003. <br /> Requests for evaluation appointments were made with the building owner or building <br /> tenants. An interior inspection and evaluation was completed if consented to by the <br /> building representative. An exterior inspection and evaluation was made where the <br /> owner refused interior access to their property. In all cases, an exterior evaluation was <br /> completed. <br /> For all subject buildings,the City of Elk River provided copies of all available building <br /> permits on record for review by SEH. These permits provide a basic description of type <br /> of work completed for each permit(building,electrical,or plumbing, etc.)and, in some <br /> • <br /> 3 <br />
