67 City of Elk River - Parks and Recreation Master Plan Chapter 6: Implementation <br />Chapter 6 <br />Priorities, Toolkit, & Using the Plan <br />Implementation <br />Introduction <br />The Parks and Recreation Master Plan is intended to provide direction for the <br />City Council, the Parks and Recreation Commission, and city staff to guide <br />them in the big picture decision making that will impact the parks and recreation <br />system. The purpose of Chapter 6, then, is twofold. <br />First, the chapter presents priorities for the future. These priorities are the visionary <br />and new initiatives that the Parks and Recreation Department will pursue, in <br />collaboration with partners, to meet the present and future needs and desires of <br />the Elk River community. <br />The second part of the chapter is the Tool Kit. Each tool in the tool kit is intended <br />to act as a guide for evaluating the park system and helping with decision-making <br />both on a system-wide and on a case-by-case basis. <br />The tool kit includes: <br />• Parks and Recreation Delivery Guidelines <br />• Park Classifications and Standards <br />• Level of Service Analysis <br />• Funding Sources <br />• Measuring Progress
