In 1997, the <br />Minnesota Legislature adopted Chapter 123, telecommunications right of way <br />legislation. <br /> <br />Since adoption of Chapter 123, the League of Minnesota Cities and the City Engineers <br />Association of Minnesota have been working cooperatively to draft a model ordinance <br />for the regulation of utilities in municipal rights-of-way. The proposed ordinance is the <br />short form version. <br /> <br />Analysis <br /> <br />The City currently requires street disruption permits and processes requests for <br />installation of utilities in the right-of-way. Many of the larger utilities have been <br />cooperative in obtaining permits and notifying staff when projects are ongoing. <br /> <br />13065 Orono Parkway · P.O.
