City Council Minutes Page 2 <br />April 10, 2000 <br /> <br /> extended to Waco, that the Highway 10 access at the Government <br /> Center will be closed, and that Waco will be signalized in the future. <br /> <br />d. County Road 33 and 77 Reconstruction <br /> <br />Dave Schwarting indicated that the reconstruction of this (}rea is <br />dependent upon Barton Sand and Gravel requesting the upgrade, The <br />poor condition of the road was discussed. It was suggested that Steve <br />Rohlf and Dave Schwarting make contact with Barton to try and <br />determine their timeframe so that the County can budget for project. <br />Chair Engstrom recommended that the road be patched in the <br />meantime. <br /> <br />c. Si.qnals <br /> <br />· County Roads 1 and 77 <br />· County Road 1 and School Street <br /> <br />County Road 33 and Hi,qhway 169 <br /> <br />Dave Schwarting gave an update on these signals. He indicated that <br />signals for C.R. 1 and 77 and C,R, 1 and School Street should be installed <br />this year before the school year begins and that the County Road <br />33/Highway 169 signal will be a 2001 project. <br /> <br />e. Other <br /> <br />The City would support the County's effort to work with the state in their <br />traffic analysis during the review of the County State Aid road system to <br />determine the highest growth and traffic areas. <br /> <br />County Road 44 <br />The County Engineer indicated that CR 44 was top priority and will be <br />considered for improvement in 2 years. <br /> <br />4.1. Northstar Corridor Project Update <br /> <br />Commissioner Nagorski gave an update on the Northstar Corridor project. <br />Potential County and City costs for the project were discussed. Brian Benson <br />indicated that the County is considering a survey or an advisory referendum <br />regarding the project to see if people are supportive of commuter rail, <br /> <br />4.3. Discussion on Current Le.qislative and Court Issues <br /> <br />Brian Benson indicated that next year there will be possible changes in the <br />aggregate tax laws and regulation of gravel laws. Pat Klaers talked about <br />current legislation pertaining to the city and the county. Brian reviewed the <br />recent court decision on the valuation at Great River Energy. <br /> <br />4.4. Tax Abatement Policy Update <br /> <br />Pat Klaers informed the County that the EDA and City Council have held public <br />hearings and adopted a Tax Rebate Policy.
