Community Center Concept -
via Paul Motin, Council Member

Drawing is clearly not to scale. Just a general concept drawing.

Would include:

a. Area for school / community purposes, including ECFE, Community Ed, Community
Rec, Special Education, Arts Council, Sr. Center, etc.

b. Combined Theater / Large Meeting Room and multi-function space;

c. Aquatic area, with Olympic type swimming pool for year-round activities (i.e.,
community ed, school swim teams and classes, open swim). Walls on two sides
would have doors similar to large automatic garage doors. Could be kept closed in
cold or poor weather, opened on warm, good days. Additional facilities, such as
seasonal pool, volleyball courts, little tykes pool, whirlpool, concession stand and
picnic areas (such additional areas could always be done in phases). Outdoor aquatic
area to be completely fenced, with "quality" trees placed in picnic area.

d. Additional area around the site for expansion (both of meeting area and aquatic area).

Either joint ownership with School District or City-owned with long term lease to District.
Arts Council (or other philanthropic organizations) to raise capital for arts / theater space.
Benefits to multi-purpose facility include:

a. Shared costs between City, School District and Arts (even if City pays, revenue is
generated by leasing);

b. Meet multiple needs of school, business and community;

c. Parents and kids can both use the facility at the same time, but for different purposes;

d. Year round and day round usage of facility. One parking area for all. One large site
and location, rather than spreading locations all over the city.

Potential locations:

a. Morrell / Houlton sites

i. Pros: location - central to entire city and district, close to schools, park area
(especially good if school uses for swim classes and teams)

cleanup of site;

-1-
