The City Council was in agreement that the
option to put four lanes of traffic on the existing bridge during construction was the best, but
they are quite concerned about the potential closing of the eastbound Highway 10 ramp to
southbound Highway 101. Based on our phone conversation on February 22, 2000, I have
informed the City Council that you will be doing traffic counts of the eastbound Highway 10 to
southbound Highway 101 traffic and making a firmer decision on this. This letter is just to
inform you that the City Council of Elk River is very concerned and would like to see every
effort made to maintain this movement. They do not believe that having traffic go further east
on Highway 10, make a u-turn, come back, and use the westbound Highway 10 ramp to
southbound Highway 101 is a satisfactory solution.

Please let me know as soon as you have more information regarding the potential for keeping
the eastbound Highway 10 to southbound Highway 101 ramp open so that I may report back to
the City Council and they can take a firm position on your recommended option.

If you have any questions regarding this, please call.

Sincerely,

Howard R.
