MEMORANDUM

TO:

FROM:

DATE:

Pat D. Klaers, City Administrator

Phil Hals, Street/Park Superinte~'

March 9, 2000

Paving of Baldwin Street

In the fall of 1999 Baurerly Company of Sauk Rapids did a road-paving job
for Livonia Township on Baldwin Street from County Road 4 south to the
northern Elk River city limits. For some unexplained reason they continued
the paving of Baldwin Street within the city limits to the point of where it
connected with the paved section of 225th Avenue, which runs east from the
landfill. They placed 3" of class 5 gravel on our road base, 2 1/2" of
bituminous wear and installed a 2-foot wide CL-5 shoulder on each side.

The bituminous material amounted to 895 ton at $21.96 per ton or
$19,654.20. This cost does not include the CL-5 base, grading or
shouldering. Baurerly Company has asked the City to pay the $19,654.20 to
cover the paving costs. While at this price this is a good deal for the City, I
am a little skeptical about paying for a project that we had no knowledge or
control over.

Our maintenance costs for this road are about $1,200 per year for grading
and CL-5 replacement. Because of the cost savings for maintenance and the
benefit of not having to operate the grader on Highway 169, I would
recommend paying Baurerly Company $10,000 from City street reserve
monies.
