PARK 6 RECREATION ADVISORY COM- MISSION 1607.01 Establishment of Commission. A Park & Recreation Advisory Commission is hereby established to advise the City Council on Park and Recreation related matter. • 1607.02. Composition. The Park 6•Recreation Ad- visory Commission shall consist of seven(7)members appointed by the Council.Any member of the Park I Recreation Commission may be removed by a melority vote of Council. 1607.03 Terms end Compensation.Appointment to the Park&Recreation Advisory Commission shall be made at the firs!regular January meeting of the Ctty Council, or more often if required.Members shall be appointed for three (3) year terms beginning.February 1 and ending January 31 of the third year following. Initial appointments pursuant to this ordinance shall be as follows: two (2) members shall be appointed for the term of one(1)year;two(2)members for the term of two(2)years;three(3)members fora term of three(3) years.Members appointed after the.init(at Commission shall be appointed for a three year term.The existing Commission will serve as appointed until December 31, 1970. Members of the Park 6 Recreation Advisory Commission may receive a compensation as the City Council shalt provide by resolution. 1607.04 Vacancies. In case of a vacancy during the term of office of any member of the Cbmmlasion,the Council shall appoint a new member-to serve the remainder dt the term.A vacancy shall exist if any of the following occur:death,disability or failure to serve,- as shown by failure to attend a specific number of . • regular meeting as established by the Commission Rules of Procedure; residence outside of the City; resignation. 1607.05 Organization.The Commission shall annually elect one member to serve as Chairman.The Chairman Is responsible for the agenda of meetings,presiding at meetings, minutes of meetings and reports and recommendations to the Council. Tile Park and Recreation Department shall maintain all records of the Commission. • 1607.06 Meetings and Reports.The Park&Recreation Advisory Commission shall hold at least one regular meeting each month.it shell adopt rules of procedure for business and shall keep a public record of all motions, resolutions, findings, minutes and reports which shall be reduced to writing and a copy forwarded • to the City Council.The Park and Recreation Director shall be the official advisor attending maettngs-upon request. 1607.07 Dunes and Functions.The duties and functions of the Commission shall be as follows: (1)Serve in an advisory Capacity to the Council on parks and recreation matters. (2) Endeavor to secure a full and complete can. • derstanding of the City's needs and desires for parks and recreational facilities and be sensitive to the ac• ceptance within the community of the current i programs. (3)Convey to the Council their understanding of the community's sentiment regarding recreation and parks and to submit recommendations to the Council on parks and recreation programs and policy. (4) Review conditions and adequacy of City park Pr(5) Review.conditions and adequacy of City recreation programs. (6) Provide hearings to groups or individuals upon request regarding parks and recreation matters. • (7) Propose regulations for control of City park property to the Council. (I) Advise and assist architectural engineers on preparation Of specific plans prior to their presenletlen to the Council for formal approval. (9)Represent the City at community functions where; appropriate and approved by the Ceuncit. (10) Represent the City at meetings with ether community,county or state boards of similar nature where appropriate and approved by the Council. • (11l Perform other duties end halctiont or conduct studies and investigations as specifically directed- r t delegated by the Council. • (12)Advise and assist the Planning CommHSiort In maintaining the community fealties and capital isn. provament portions on the Comprehensive Plan.
