of Lot 13, Block 1, Meadow Park to be used as a neighborhood park with possible <br />swing set, sand box and 1/2 basketball court. <br />COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND TO THE <br />COUNCIL TO PURCHASE LOT 13, BLOCK 1, MEADOW PARK, FOR THE <br />SUM OF $16,000. COMMISSIONER SHAWN DONAIS SECONDED THE <br />MOTION. THE MOTION CARRIED 6 -0. <br />Steve Rohlf stated that staff recommends putting a concrete curb in Woodland Trails <br />for $18,000, similar to the one at Otsego Park. Commissioner Dave Anderson stated <br />that he feels we should go ahead with this improvement now, rather than later, and <br />put a system in that will last. <br />COMMISSIONER ROLFE ANDERSON MOVED TO RECOMMEND TO THE <br />COUNCIL TO PUT IN A CONCRETE CURB AND GUTTER AT WOODLAND <br />TRAILS PARK FOR APPROXIMATELY $18,000. COMMISSIONER CLAIR <br />OLSON SECONDED THE MOTION. THE MOTION CARRIED 5 -1. <br />COMMISSIONER TUTTLE OPPOSED THIS MOTION. <br />Steve Rohlf stated that the slide in Deerfield 4 park needed immediate attention. <br />Staff is recommending that the sections of slide be replaced with a circular tube for <br />$4,800. Chairman Dave Anderson stated that the exit shoot is too abrupt and <br />dangerous, and that $4,800 is too much to pay. <br />COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND TO THE <br />COUNCIL TO SPEND THE MONEY RECOMMENDED BY PHIL HALS TO <br />PURCHASE THE SLIDE FOR DEERFIELD 4 PARK, TO CHECK FOR <br />WARRANTY INFORMATION ON SLIDE, AND TO CHANGE THE BOTTOM <br />LANDING OF THE SLIDE. COMMISSIONER TUTTLE SECONDED THE <br />MOTION. THE MOTION CARRIED 6 -0. <br />Steve Rohlf presented the tennis court lighting item to the commission. Staff is <br />recommending these lights to be purchased for $3,000, partially funded by utilities. <br />Dana Anderson suggested to split the cost up into thirds, 113- Elk River Tennis Club, <br />113- Elk River Utilities, 1/3- City of Elk River. Discussion was held on tennis club <br />involvement and whether or not they should be responsible for this cost. <br />COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND TO THE <br />COUNCIL THAT THE SCHOOL DISTRICT GET INPUT FROM THE TENNIS <br />ASSOCIATION ON THEIR POSSIBLE PARTICIPATION IN THE LIGHTING <br />OF THE TENNIS COURTS. COMMISSIONER CLAIR OLSON SECONDED <br />THE MOTION. THE MOTION CARRIED 5 -1. COMMISSIONER TUTTLE <br />DISAPPROVED THIS MOTION. <br />Steve Rohlf left at this time (9:30 p.m.) <br />8. Other Business <br />Jeff Asfahl passed out a handout regarding a field development survey for <br />associations to fill out. A brief discussion was held on this item and changes were <br />made to this form. (See Attached Form) <br />Jeff Asfahl presented an item on budget issues regarding a teen center and other <br />concepts, The Commission agreed with the concept of providing something for teens <br />to do. <br />
