<br />Memo to Mayor and City Council/CU 04-12 <br />May 17, 2004 <br />Page 3 <br /> <br />The Commission also discussed the need to keep people from driving off the front of the <br />pads and the need for a deeper setback. One commissioner felt that the proposal was too <br />intense for the area. <br /> <br />The City Engineer has recommended that the pads be setback 15 feet from the property line <br />instead of the proposed 10 feet. This should allow sufficient space between the pads and the <br />sidewalk the will be installed along Dodge Avenue. The applicant is proposing to provide a <br />solid driving surface behind the pads. The landscape plan shows replacement and relocated <br />landscaping. Bumpers will be placed at the front of the pads and the front of the pads will be <br />landscaped. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend that the City Council approve this request <br />with the following conditions: <br /> <br />1. The number of cars for sale on this site shall be limited to 7 . Vehicles shall be street <br />operable and in aesthetically pleasing condition. <br /> <br />2. No direct access from the pad to a public street is allowed. <br /> <br />3. Comply with State of Minnesota licensing requirements. <br /> <br />4. The pads shall be setback 15 feet from the property lines. <br /> <br />5. Bumpers shall be installed at the front of the pads. <br /> <br />6. The front of the pads shall be landscaped. <br /> <br />7. The area behind the pads that will be used for access shall be surfaced with a material <br />that provides a stable driving surface and allows grass to grow. <br /> <br />8. The birch tree and four flowering crabs trees that will be removed shall be replaced <br />somewhere on site.
