<br />Memo to Mayor and City Council/CU 04-12 <br />May 17, 2004 <br />Page 2 <br /> <br />Overview <br /> <br />The applicant currendy operates an oil change and lube business on this property. The <br />property is zoned C3 (Highway Commercial) and is 1 acre in size. Adjacent land uses include <br />Kentucky Fried Chicken, a small commercial strip center and an office building. The <br />property is a comer lot with frontage on Dodge Avenue and 5th Street. The applicant is <br />proposing to install 7 concrete pads in the grass area at the northeast corner of 5th Street and <br />Dodge Avenue. These pads will be used to display vehicles that the applicant will have for <br />sale. The oil change and lube business will continue to operate from this site. <br /> <br />Analysis <br /> <br />Auto sales require a conditional use permit. The limited number of cars proposed to be for <br />sale (7) should not have a significant impact on the area. The cars will be driven on to the <br />pads from the interior of the property. A new curb cut will be installed along the existing <br />driveway off of 5th Street. There will be no direct access to the pads from a public street. The <br />applicant is proposing a 10 foot setback between the pads and the property line. A 10 foot <br />setback is what is required for any parking area. No additional lighting is shown on the site <br />plan. No new signage is proposed. No modifications to the existing driveways and parking <br />areas, other than the new curb cut, are proposed. The proposed 7 pads should not have a <br />significant impact on the drainage on the site; stormwater will continue to drain as it <br />currendy does. <br /> <br />The applicant will be changing the current landscaping on the site. The landscape plan <br />includes landscape beds in front of the pads. Landscaping in those beds include several <br />species of bushes, daylilies and arborvitae. There are two existing landscape beds that will be <br />removed. The landscaping includes a birch tree, 4 flowering crab trees and several bushes. <br />There a~e also four evergreen trees that the applicant plans on keeping. Since the birch and <br />flowering crab trees were included on the approved landscape plan that was part of the <br />original conditional use permit approved in 1993, they will have to be replaced. The area that <br />will be used to access the display pads will be surfaced with a honeycombed material that <br />provides a stable driving surface while allowing grass to grow through. <br /> <br />Plannina Commission Meetina <br /> <br />At the Planning Commission meeting held on April 27t\ two people spoke at the public <br />hearing. Their comments included the following: <br /> <br />. Are the pads setback far enough from future improvements to Dodge Avenue? <br />. Installing some type of surface in the area behind the pads so that it does not turn to <br />mud when it is wet <br />. Replacing and/ or replanting landscaping that will be removed <br />. Traffic impacts on the intersection of Dodge and 5th Street <br />.
