Eli <br /> ks. .= Elk River cmvelMmmgnmrim <br /> River <br /> Findings <br /> Results from the travel forecasting process indicate that the existing roadway network will not be able <br /> to accommodate future traffic demand without additional improvements to the area highway system. <br /> The following summarizes findings related to the transportation network and access in the area of the <br /> study area: <br /> • The proposed land uses are more intense than current zoning and will result in more trips being <br /> generated than previously identified. <br /> • Interest by elected officials and the public included realigning CSAH 33 with Proctor Road. <br /> • US 169, CSAH 33, Proctor Road, 221st Avenue, CR 121 and the proposed eastern backage road <br /> need to function at a high-level in order to accommodate future traffic demand due to the lack <br /> of supporting continuous north-south and east-west routes within the community. <br /> • Improvements will need to be made to the local, regional and state transportation systems. <br /> Coordination among the agencies to build the necessary improvements will be critical in <br /> supporting proposed land uses. <br /> • The City's Comprehensive Plan identifies a number of roadway extensions, new <br /> alignments/routes and access management techniques that will need to be <br /> incorporated into the future transportation network for the area. <br /> • The US 169 EA/EAW identified the long-term need for an interchange at 221st Avenue, <br /> construction of backage roads, extending Proctor Road to 221st Avenue, and for <br /> upgrading US 169 to a freeway facility. These improvements are needed to support <br /> proposed development in the area. <br /> Without improvements to the roadway network, portions of the roadway network will be over capacity <br /> (i.e., roadway will become congested). Existing roadways expected to experience congestion include: <br /> • CSAH 33 in the entire study area <br /> • US Highway 169 in entire study area <br /> • Proctor Road <br /> • 221st Avenue <br /> • CR 77 <br /> Recommendations <br /> To ensure that the roadway network will work over the long-term (at least until the development of <br /> Phase I and 2 are completed), the following recommendations are made: <br /> • Access on US 169 and on county roadways should be limited according to their functional <br /> classification to preserve mobility and maintain safety. MnDOT and Sherburne County have <br /> developed guidelines based on functional classification. <br /> 37 <br />
