The plan establishes land use goals, anticipated staging <br />of development, and the infrastructure necessary to serve this development. A presentation to both the <br />Planning Commission and City Council was provided on March 16, 2015. <br />The plan identifies two areas (Phase 1 and Phase 2) that are more likely to develop first, due to proximity <br />to city services, access, and conclusion of mining operations. The actual phasing of the mining area will <br />be based on property owner goals. <br />The first two phases, approximately 530 acres, propose to add 274 acres for housing (756 units), 119 <br />acres of Highway Business (1,036,700 sq. ft. of commercial) and 133 acres (1,448,370 sq. ft.) of industrial. <br />Once the plan is adopted, the next step is to review the cost implications of these improvements, which <br />may influence changes to the land use plan. <br />Approval of the Gravel Mining Plan is not an amendment to the Comprehensive Plan, or a rezoning of <br />property.
