As described in the draft scope of services, services will be provided directly to <br />cities, towns and counties to meet local needs while supporting Northstar <br />Corridor, State and federal goals for transit oriented development and smart <br />growth. <br /> <br />BRW is currently working on engineering design related to commuter rail <br />stations, a maintenance facility, and system components such as central control, <br />signals and communications. Some additional work is necessary to complete <br />preliminary engineering on these elements; staff propose to amend the BRW <br />contract to complete the work. This action will be requested at a later date, <br />following completion of the current work program. <br /> <br />Agreement with BNSF. <br />In order to ensure that preliminary engineering is consistent with 13NSF standards <br />and that review is conducted in a timely and efficient manner, it will likely be <br />necessary to enter into an agreement with BNSF. <br /> <br />Amendment to the Grant Agreement with the Minnesota Department of <br />Transportation. <br />Funding for environmental work and engineering studies is provided to the NCDA <br />pursuant to a Grant Agreement with Mn/DOT. It will be necessary to amend the <br />Agreement's work program to add the above preliminary engineering tasks. No <br />additional funding will be necessary. Action must be taken by the NCDA to <br />authorize the Chair to finalize negotiations and execute an amendment to the <br />Grant Agreement to modify the work program. · <br /> <br />Timing <br />February 3, 2000 - NCDA authorizes: a) the issuance of the Request for Proposals; b) <br />the issuance of the Request for Qualifications; c) the Executive Committee's selection of <br />the contractors on March 16; and d)execution of the Grant Agreement amendment. <br /> <br />March 16, 2000 - <br /> <br />Executive Committee selects contractors <br /> <br />April 6, 2000 - <br /> <br />NCDA approves cOntracts <br /> <br />October 1, 2000 - <br /> <br />PE completed <br /> <br />Action Requested: <br /> <br />approve: <br /> 1. <br /> <br />The Executive Committee recommends that the NCDA <br /> <br />The issuance of an RFP for Preliminary Engineering of Track and Railroad <br />Improvements; <br />The issuance of an RFQ for Station Area Planning; <br />Authorizing the Executive Committee to select the contractors at its <br />meeting on March 16, 2000; and <br />Authorizing the chair to execute the amendment to.the Mn/DOT Grant <br />Agreement to include preliminary engineering in the scope of work. <br /> <br /> <br />
