Item #2a <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />January 27, 2000 <br /> <br />TO: NCDA <br /> <br />FROM: <br /> <br />Executive Committee <br /> <br />RE: <br /> <br />Proposed Procurement Process for P.reliminary Engineering <br /> <br />The next step in the development of commuter rail in the Northstar <br />Corridor is preliminary engineering. Under the federal funding process, <br />the Federal Transit Administration must grant approval for a project to <br />enter preliminary engineering. Staff is working with FTA and BRW to <br />prepare the request. In addition, as a condition of the Grant Agreement <br />with Mn/DOT, the NCDA is required to use an open and competitive <br />process when contracting with architects and engineers for preliminary <br />engineering. The Executive Committee recommends the following <br />procurement process: <br /> <br />Engineering of Track and Railroad Improvements. <br />The NCDA should consider issuing a Request for Proposals and <br />select an engineer based on criteria that will include cost, <br />experience and qualifications to perform railroad engineering. <br />Because the extent of the railroad improvements has not yet been <br />negotiated with BNSF, the RFP must provide for some flexibility in <br />defining the project to be engineered. The cost estimate required <br />by the RFP will reflect the full project as defined and analyzed in <br />the ElS. The NCDA would then approve and enter into the contract <br />with the selected engineer. All work must be reviewed by BNSF for <br />consistency with its engineering standards. It is estimated that this <br />engineering work could cost up to $~ The 2000 Budget <br />provides for these expenditures. <br /> <br />Station Area Planning. <br />The NCDA should consider issuing a Request for Qualifications for <br />professional services related to station area planning. The Request <br />for Qualifications will include the attached draft scope of services. <br />Selection of the proposer will be based on criteria that will include <br />hourly rates, estimated overall price, and experience and <br />qualifications. The 2000 Budget provides up to $100,000 for this <br />work. Services will be preformed as requested and billed on an <br />hourly basis. <br /> <br /> <br />
