Northstar Corridor Development <br />Regular Meeting Minutes <br />January 6. 2000 <br />Page 2 <br /> <br />Corridor Development Authority; and further, the Northstar Corridor Development <br />Authority expresses its desire for Mr. Donlin's ongoing support and involvement in the <br />development of commuter rail and the Northstar Corridor. <br /> <br />Executive Committee Report: <br /> <br />ao <br /> <br />A motion was made by Stephanie Klinzing, seconded by Dave Saunders and carried <br />unanimously to approve Resolution No. 2000-2 which calls fbr development of <br />multimodal transit facilities in Big Lake, Elk River, and Riverdale and the evaluation <br />of East St. Cloud as a potential fourth site for a multimodal transit facility. The <br />planning and development of multimodal facilities within the Corridor by Mn/DOT <br />shall not be considered by the NCDA in making decisions with regard to the project <br />alternatives and mitigative measures. This action is not intended to and does not <br />favor, support or advance any particular transportation/transit alternative as the <br />solution for alleviating traffic/transportation problems within the Corridor. <br /> <br />Mr. Peter Beberg, Mayor, City of Anoka, distributed a memo dated January 6, 2000, <br />requesting that the NCDA address the status of the Anoka 4th Avenue commuter rail <br />station so the City of Anoka can commence station area planning with proper <br />authorization. The Authority anticipates that a decision will be made by June or July <br />2000 regarding the selection of final station sites for commuter rail. <br /> <br />Jim Barton, Metropolitan Council, reviewed how the Metropolitan Council will Work <br />with local governments within the metropolitan portion of the corridor in order to <br />help strengthen the NCDA funding application to the Federal Transit Administration <br />(FTA). In particular, Met Council will offer to assist communities in revising their <br />respective comprehensive plans to encompass planning around stations in order to <br />demonstrate a benefit to regional growth management. <br /> <br />c. Bill Schreiber, Messerli & Kramer, distributed and reviewed a possible Northstar <br /> legislative strategy for 2000-2001. (Attachment A to Minutes) <br /> <br />A motion was made by Ken Paulson, seconded by Steve Billings and carried <br />unanimously to approve the proposed 2000-2001 legislative strategy as presented <br />with the stipulation that this strategy represented only one option tbr funding and that <br />a weekly legislative update, with one update prior to the session, be distributed to <br />NCDA members once the legislative session begins. <br /> <br /> <br />
